The second meeting of the UNDMT in response to the massive earthquake that hit Pakistan on 8 October 2005 was held on 9 October, 2005 at 1400 hrs. The meeting was chaired by Dr. Khalif Bile, Acting UN Resident Coordinator and was attended by representatives from a large number of organizations including the donor community and INGOs. Dr Bile welcomed the participants and thanked them for their participation.

He outlined the agenda of the meeting as follows:

  • Latest situation of the earthquake and the damages.
  • A brief overview by the UN Disaster Assessment and Coordination (UNDAC) Team
  • Relief response by different agencies and organizations.
  • Review of the available stockpiles of relief items with different partners.


A presentation on the current situation in the earthquake hit areas was made by the Head of UN Security who informed that 8 UN people including dependents were still missing as a result of the collapse of the Margalla Towers. He further stated that tremors continue to rattle the country after the massive 7.6 magnitude earthquake resulting in more than 20,000 deaths, majority of which (more than 18,000) have been reported from the AJK region. These figures are feared to rise with the passage of time and improved access to far flung areas. 70 to 80% of the survivors are in need of shelters, as 80 to 90% of the houses have been destroyed or seriously damanged. The dead in AJK include more than 250 army personnel. Muzzafarabad, Rawalakot, Hazara and Swat are reported to be among the worst affected regions. Rainfall and hailstorms in these regions have followed the earthquake and made access to the affectees more difficult.


Reports have started coming in from the affected regions of Hazara and Malakand divisions where more than 70% of the mud houses have been destroyed. In Abbottabad, 60 people are reported dead and more than 300 injured. The quake destroyed seven large commercial buildings there while a number of houses collapsed. In Mansehra, seven persons have been reported dead while more than 270 injured. Some reports indicate that Batal and Garhi Habibullah are the worst affected parts of the district where 150 children are reported dead with hundreds still buried under the debris. In Battagram district, 108 deaths have been reported with the figures increasing with fresh information. More than 500 persons have also been reported injured. Shangla remains the worst affected district in Swat region with 70 dead and more than 140 injured.UN Security also identified the roads that had been blocked in AJK and the Northern Areas due to landslides. He further touched upon the issue of the need for NOC from the Government for the visit of expatriate staff to AJK. He requested the INGOs to make use of the security clearance system of UN in Pakistan for better coordination of movements.


Mr. Gerhard Putnam-Cramer, Head of the UNDAC team introduced himself and other experts from OCHA who had arrived in the country earlier in the morning. Some mission members were preparing to leave for the affected areas of AJK while a coordination center had also been established in Islamabad for information sharing and relief coordination. One member of the mission had set up a reception center at the airport to receive and direct incoming S&R teams and relief goods. He further added that all these measures were being taken to complement the national and international response and to coordinate the existing efforts by different partners. He acknowledged the fact that there was an outpouring of sympathy and support from the donor community and that the UNDAC team will aim to produce a Flash Appeal on the basis of its assessment of the situation.
